when rulers stay a seemingly forever grip on power for decades without being questioned there will come a time that their people will question their government's legitimacy. and when retaliations are directed to its citizens in protest seeking freedom and change killing them in the process then the community of civilized nations could not just stand by and watch. operation "Odyssey Dawn" was launched. same power that was unleashed in the Balkans in Kosovo, in Iraq and now in Libya.
